How much does the citizenship test cost?
The test fee is SEK 2,000, but it is not charged until tests held in 2027. Add the citizenship application fee and the total lands at around SEK 4,900.

Cost is the question we get asked most, and it’s surprisingly hard to get a straight answer to. UHR’s own Q&A page doesn’t mention the fee at all. It’s set out in the regulation instead.
The test fee: SEK 2,000
The fee is set out in Förordning (2026:451) om medborgarskapsprov (the Swedish regulation on the citizenship test). § 6 states that anyone taking a citizenship test must pay a fee of SEK 2,000 to Universitets- och högskolerådet (UHR, the Swedish Council for Higher Education).
What matters is when the fee starts being charged. Under the transitional provision, it is first charged for tests held during 2027. The pilot test on 15 August 2026 is therefore free of charge for those who got a place.
Not published yet: UHR has not yet published dates for the ordinary, fee-based test rounds, and booking is not open. We have not been able to substantiate any claim in any statute that the test costs anything other than SEK 2,000.
The application fee: an extra SEK 2,900
The test is only one step. The actual application for Swedish citizenship costs SEK 2,900 and is paid to Migrationsverket — a completely separate fee, to a completely different authority, for a completely different matter.

So it’s roughly SEK 4,900 before you’ve spent a single krona on study material or apps.
A failed attempt costs another SEK 2,000
Because the fee is paid per test attempt, failing the test means paying SEK 2,000 again for the next attempt. UHR has not published how many times you’re allowed to retake the test, or whether there’s a waiting period between attempts.
That’s the simple financial reason to prepare properly: the difference between a pass and a fail is SEK 2,000 and several months of waiting.
Who doesn’t have to pay?
The regulation contains one exemption: stateless people with refugee status or travel documents are exempt from the test fee.
Beyond that, it’s worth remembering that many people don’t need to take the test at all. The knowledge requirement can be met in several ways — passed SFI (special course D), upper secondary or municipal adult education grades, a university degree, or Tisus. If you do, the test fee becomes irrelevant.
What the study material costs
Nothing. Sverige i fokus, the official study material from UHR and Skolverket, is free and available as a PDF at uhr.se. It runs to 13 chapters and just over 40 pages.
Everything else — apps, courses, practice tests — is third-party material. It may be worth the money, but none of it is official, and none of it is required to pass the test. The only thing you actually need is the free material.
